Kyriakos Mitsotakis

Elected Prime Minister on 8/7/2019. On 7/8/2019, the Presidency of the Government was established, which reports to the Prime Minister and under which the Greek Intelligence Service (EYP) and state media outlets ERT and AMPE were placed.

Grigoris Dimitriadis

Nephew of K. Mitsotakis, Secretary General to the Prime Minister between 7/8/2019–5/8/2022, with the Greek Intelligence Service (EYP) under his responsibility within the newly established Presidency of the Government and with the authority to sign documents 'by order of the Prime Minister'.

Panagiotis Kontoleon

Director of the Greek Intelligence Service (EYP) between 1/8/2019–5/8/2022.

Evangelia Georgakopoulou

Former head of the Intelligence Collection and Analysis Directorate and Deputy Director of the Counter-Terrorism and Organized Crime division of EYP. Head of the police team seconded to EYP that was initially trained on and subsequently used the Predator spyware at the agency's facilities in Agia Paraskevi.

Konstantinos Tsouvalas

Secretary General of the Ministry of Citizen Protection, replaced in September 2022. Held key positions when the State signed three contracts with Krikel: chief of staff of the Hellenic Police (ELAS) in 2014, when the TETRA system was accepted as a 'donation'; Chief of ELAS in 2017, when the State signed a contract with Krikel for TETRA; Secretary General in 2019, when he signed a new contract with Krikel for a counter-surveillance system. He was a guest at the baptism of G. Lavranos's first child in 2017.

Themistoklis Demiris

Successor of P. Kontoleon as Director of the Greek Intelligence Service (EYP) from August 2022. Testified before the Parliamentary Committee on Institutions and Transparency that he informed the Prime Minister about lawful intercepts.

Felix Bitzios

Former managing director of the Greek subsidiary of the American Libra Group, owned by the Logothetis shipping family. Deputy manager of Intellexa SA between 31/3/2020–23/6/2021. Founder of Santinomo Ltd in Cyprus, which held 35% of Intellexa SA from May 2020. Advisor to Krikel in 2018.

Giannis Lavranos

Greek businessman and best man (koumbaros) of both Grigoris Dimitriadis and Nikos Panagiotopoulos (Minister of Defence in the Mitsotakis government). In 2007, he founded ELECTRUM TECHNOLOGIES, later renamed IONIKI TECHNOLOGIKI. In 2014, IONIKI, which was under investigation for tax violations, became one of three companies that donated the TETRA encrypted communications system to the Ministry of Citizen Protection — a donation that was formally approved in 2017. From October 2017, he is reported to have been managing KRIKEL, despite not officially appearing in its management.

Krikel

A company that has signed six contracts with the Greek State, worth a total of €11,295,000. Bank transfers link it to Intellexa, and fictitious invoices link it to technological equipment used by the Greek Intelligence Service (EYP).

Stamatis Trimpalis

Director of Krikel. In memoranda submitted to the tax authorities in 2024, he stated that he never had an active role in management, attributing actual management exclusively to G. Lavranos. Named Sotiris Ntalas and Eleni Milia as associates of G. Lavranos at Krikel.

Nikos Liolios

Described as the closest associate and manager of the companies of Giannis Lavranos.

Sotiris Ntalas

Technical director and executive at Krikel, associate of G. Lavranos. Maintained his office at Krikel's building in Marousi and was present at Intellexa training sessions there. During court testimony in January 2026, he admitted sending S. Trimpalis the questions that ND MPs would ask at the Parliamentary Committee.

Electrum Technologies / Ioniki Technologiki

Company founded in 2007 by G. Lavranos, later renamed Ioniki Technologiki. In 2013, Lavranos was replaced as chairman by an Italian whose identity had been stolen. Between 2013–2015, the company signed contracts with Piraeus Bank totalling €8.7 million based on invoices characterised as fictitious. In 2014, Ioniki donated the TETRA encrypted communications system to the Ministry of Citizen Protection. A provisional audit report delivered in December 2023 identified fictitious invoices worth over €52 million issued between 2013 and 2015.

Yiannis Karagiannis

Associate of G. Lavranos. Appeared as 'Gianni Pedrini' on a fake Italian identity card, part of the pattern of stolen or forged Italian identities used in the corporate network around Lavranos.

Eleni Milia

Accountant at Krikel, named by S. Trimpalis as an associate of G. Lavranos and a person with special knowledge of the company's operations.

Nikos Panagiotopoulos

Minister of Defence in the Mitsotakis government and koumbaros of G. Lavranos. Lavranos reportedly told him to 'replace them all' regarding military officials. Lavranos reportedly travelled to Israel accompanying Panagiotopoulos under a false name for meetings with Israel's Defence Minister regarding armaments.

Evangelia (Lina) Katsouda

Close associate of Felix Bitzios for a decade, registered as an employee of Krikel in 2021. In January 2023, prosecutors ordered a raid on her home. At trial in January 2026, she testified that G. Lavranos asked her to contact the Foreign Ministry about export licences, that she arranged her hiring through Lavranos who 'gave me the impression he runs it,' that police officers visited Krikel, and that some visitors who came as Predator trainers 'may have been Israelis.' She also testified that the phrase 'as long as ND is in power, we have nothing to fear' was repeatedly heard in Krikel's offices.

Eneross Holdings Limited

Cypriot company to which all shares of Krikel were transferred in October 2017. According to S. Trimpalis, its actual seat was in Marousi at the same address as Krikel. It was struck off by the Cyprus Registrar of Companies on 2 September 2022.

Intellexa

An umbrella of companies, including the Greek Intellexa SA. Among other surveillance and wiretapping tools, it markets the Predator spyware.

Cytrox

A company based in North Macedonia. It developed the Predator spyware. In 2019, it was acquired by Intellexa.

Tal Dilian

Former head of the secret Unit 81 of the Israeli military intelligence service. Founder of Intellexa.

Sara-Faisal Alexandra-Hamou

Managing director, sole member of the Board of Directors, and representative of Intellexa SA since its incorporation on 11/3/2020. Second wife of Tal Dilian. Has served on the boards of more than 20 companies linked to Dilian.

Merom Harpaz

Head of Intellexa in Greece and close associate of Tal Dilian. KESTREL leased a property in Elliniko for him. According to a former Cytrox employee, he was the person put in charge of Intellexa's Greek operations, responsible for the infected messages sent to surveillance targets, the creation of infected links, and for training users on how to carry out Predator infections.

Rotem Farkas

Co-founder of Cytrox, which developed the Predator spyware, and close associate of Tal Dilian. During Intellexa's establishment in Greece, the arms dealer Stavros Komnopoulos's company KESTREL leased a property in Paleo Faliro for him.

Panagiotis Koutsios

Former Intellexa employee. During his testimony at trial in December 2025, he claimed that Intellexa 'cooperated only with state authorities' and declared ignorance of basic facts about the company and the software he was selling.

Avraam Sahak Avni

Former head (predecessor of T. Dilian) of the secret Unit 81 of the Israeli military intelligence service. Co-founder of Intellexa and founder of Cytrox.

Nir Ben Moshe

Former head of a special unit of the Israeli Ministry of Defense. Associate of Intellexa. Participated in drafting a memorandum of cooperation between the Greek Intelligence Service (EYP) and the intelligence service of North Macedonia.

Thalestris Limited

Parent company of Intellexa, based in Dublin. During 2020–21, it held 65% of Intellexa SA.

Santinomo Ltd

A company based in Cyprus. From May 2020, it held 35% of Intellexa SA. Its director was Felix Bitzios. The entirety of its shares were reportedly transferred in December 2020 to Thalestris Limited, and F. Bitzios' position was reportedly taken over by Andrea Gambazzi.

Stavros Komnopoulos

Arms dealer and owner of KESTREL AEBE who assisted Intellexa during its establishment in Greece. In September 2020, KESTREL leased properties for Intellexa employees Rotem Farkas and Merom Harpaz.

Vasiliki Vlachou

Prosecutor assigned to the Greek Intelligence Service (EYP) between 12/5/2020–6/1/2024. Had been targeted via Predator.

Achilleas Zisis

Deputy Supreme Court Prosecutor who took over the Predator investigation after it was reassigned to the Supreme Court. During his investigation, he avoided examining the joint EYP–Predator wiretapping centre, did not call key individuals to testify, such as targeted persons or the owner of the card that paid for the Predator SMS messages. He drafted the report that directed criminal liability at only four individuals for misdemeanor prosecution.

Georgia Adeilini

Supreme Court Prosecutor from 1/7/2023. Reassigned the Predator investigation from the first-instance prosecutors to the Deputy Supreme Court Prosecutor. Archived the part of the case concerning EYP and government involvement with the illegal surveillance, and brought misdemeanor charges against four individuals linked to Intellexa.

Angelos Binis

Close friend and best man (koumbaros) of K. Mitsotakis. Appointed head of the National Transparency Authority (EAD) in August 2019. His appointment was confirmed by the Parliamentary Committee on Institutions and Transparency with only the votes of New Democracy.

Isidoros Dogiakos

Supreme Court Prosecutor between 4/7/2022–30/6/2023.
